Statement of Qualifications Ra'Chel'Ni Mar'Na, MA Chief Executive Officer Mr. Mar'Na has over 25 years of extensive experience in private & public service settings managing & directing projects & programs. With over a decade of experience in public service as a Project Director, Analyst and Construction Manager working exclusively in the Neighborhood Development Division where he worked with Developers, Not-For-Profit Community Development Organizations, local, state and federal staff & elected officials in promoting community development and championing life improvements & opportunities for low & and moderate income persons & families. He has contributed to several major community development planning efforts which have made positive growth impacts on communities, has extensive knowledge of government programs & protocols, funding & programmatic, M/WBE, Section 3 protocols & excellent management skills necessary to manage & implement housing & commercial developments. Mr. Mar’Na served as the project director for several high profile projects which involved the acquisition, financial structuring, development, and disposition of single family & multi-family homes, elderly facilities, subdivisions, rental and town home units. With excellent planning, financial, project management and construction management skills as well as the ability to manage large portfolios, he has managed construction projects from single-family infill, multi-unit subdivisions to 100 unit assisted living projects, Mr. Mar'Na is a excellent contract negotiator & contract manager and has managed projects ranging from $250,000 to over $12 million dollars. In 1993, Mr. Mar’Na assumed the reins of the City of St. Louis Community Development Agency’s first development corporation and served as the Chief Operating Officer. Mr. Mar’Na served 3 years receiving several citations and awards for both his administration and for producing an outstanding product that included 9 custom single-family and town home units. In September 2001, Mr. Mar'Na was appointed to lead First Contact LLC as President. In 2006, Fist Contact LLC acquired equity investors as its Board of Directors and Mr. Mar'Na stepped down as the company's President. The Board of Directors appointed Mr. Mar'Na to assume the reins of First Contact LLC full time as the company's Chief Executive Officer. In addition, as a successful Real Estate Developer & Custom Home Builder, he has successfully developed several real estate development projects from single-family in-fill to subdivision developments and commercial projects in conjunction with Community Development Agencies & not-for-profit community development organizations. As a qualified CBDO & CHDO trainer, Mr. Mar'Na has successfully partnered with not-for-profit organizations to assist with capacity building, strategic development project planning and real estate development partnerships, consultant, construction management, contractor and custom homebuilder. With a thorough knowledge of both community development programs and public and private side process Mr. Mar'Na has successfully built relationships and transformed entire neighborhoods while. participating in numerous comprehensive planning efforts, conducting community focus groups & task groups, City Comprehensive Plan & other planning venues. Mr. Mar’Na graduated from Webster University in Webster Groves, Missouri with a Bachelors of Arts in Philosophy, and Masters of Arts in International Politics & Business. In 1983, Mr. Mar’Na attended the United States International University in San Diego, California to complete graduate work towards a Ph.D.in Systems Engineering. Mr. Mar’Na continued his advanced degree work at St. Louis University in 1990-1991 and expects to complete his Ph.D. studies starting in the fall 2014. Although his skill sets can be measured quantitatively, the greatest assets are qualitative. Mr.Mar'Na has excellent philosophical & analytical reasoning skills & use these skill sets to achieve positive results & contribute to improving the human condition for low, moderate and middle income families and communities.
